Increasingly, governments are developing e-Government interoperability frameworks (e-GIFs) to define the architecture and standards for interoperability. In general, central governments need to take the lead in creating a government-wide interoperability framework with which ministries will be mandated to comply. Interoperability frameworks provide guidance for planning new e-government systems and applications, ensuring that new applications are able to communicate with existing systems and technologies. However, interoperability is not achieved simply by a central agency dictating systems of processes for agencies to adhere to. Like other elements of e-Government, interoperability is best achieved by consultation with affected stakeholders -- in this case, the originators and users of government data. Hong Kong went one step further and conducted both public and industry consultations on its interoperability framework, reports of which are
available online.
